Project Investment and Financing Consulting
1. Pre-project consulting: Guided by comprehensive investment decision-making consulting, we provide government departments or construction entities with project planning and design services, project investment and financing consulting, feasibility studies, energy-saving assessments, project application support, funding application assistance, PPP project consulting, site-selection justification, and soil and water conservation consulting and assessment services.
2. Prepare the Project Proposal: Conduct an opportunity study to select the project. Through analyzing the basic circumstances of the proposed project, objectively and scientifically demonstrate the project’s needs, assess the necessity and feasibility of the project investment, study the project’s objectives and functional positioning, preliminarily determine the project’s main construction content, scale, standards, and operational plan, and conduct a preliminary analysis of the suitability of internal and external conditions required for project construction. Finally, put forward a framework-level overall vision regarding the total project investment estimate and the funding-raising plan.
3. Preparation of the Feasibility Study Report: Through comprehensive investigation, analysis, and comparative assessment from social, economic, ecological-environmental, technical, and engineering perspectives, the report will examine the project’s key components and supporting conditions—including the rationale and objectives for project construction, market demand, resource availability, construction scale, scheme design, process flow, equipment selection, environmental impact, funding arrangements, and profitability. It will also forecast the potential financial and economic benefits as well as the social impacts that the project may achieve upon completion. Based on this analysis, the report will provide advisory opinions on whether the project is worthy of investment and how it should be implemented, thereby serving as a reference for project decision-making.
4. Implementation Plan: Focus on conducting in-depth research and analysis of the proposed project from various aspects, including the necessity of its construction, target requirements, work content, methods and approaches, and work procedures. This will ensure that the proposed project’s design scheme and investment estimates reach the level of preliminary design and cost estimation. Furthermore, a comprehensive, specific, and clearly defined implementation plan for the proposed project will be formulated.
5. Project Evaluation Report: In accordance with the client’s requirements, we will evaluate and substantiate project proposals, feasibility study reports, approval application reports, funding application reports, implementation plans, and other documents prepared by third parties. We will provide clear evaluation conclusions and recommendations to offer technical support for the client’s project decision-making. Taking the evaluation of a feasibility study report as an example, our assessment will involve a systematic review and verification of all contents of the feasibility study report, including the various alternatives considered. Planning and preparation
1. Infrastructure Planning: Infrastructure planning primarily serves government-related administrative departments. Building on a summary of infrastructure development achievements over a specific period, it analyzes the characteristics and demands of the new era, proposes ideas for future infrastructure development, sets development goals, and outlines major infrastructure construction tasks, thereby providing an action guide for regional infrastructure development. The work mainly includes the preparation and consulting services for comprehensive infrastructure plans as well as specialized sector plans (covering transportation, water resources, environment, information, and disaster prevention and mitigation). Project Model Planning and Implementation Plan: Based on the client’s requirements, clearly define key aspects such as the specific PPP operating model, project revenue mechanism, investor qualification criteria and selection procedures, project risk allocation, and the necessary government support measures, and prepare the PPP implementation plan. The main contents of the implementation plan include: basic project information, the implementing entity of the project, fundamental economic and technical indicators of the project, the PPP operating approach for the project, conditions that social investors should meet, a scheme for calculating investment returns and service prices, design of service price adjustment mechanisms and benefit-sharing mechanisms, risk-sharing mechanisms, transaction structure, contractual framework, regulatory framework, rights and obligations of all participating parties, government commitments, and other relevant matters.
