On this occasion... 2026 As the New Year’s Day approaches, on behalf of Zeshi Consulting, I would like to extend our sincerest gratitude and best wishes for the New Year to all our colleagues and their families who have bravely faced challenges and worked diligently throughout the past year, as well as to our nationwide partners and friends from all sectors of society who have consistently shown trust and provided strong support!

2025 This year, the engineering consulting industry finds itself at a crossroads of a new round of development. As fragmented services give way to integrated solutions, experience-based decision-making is being reshaped by digitalization, and homogeneous competition is being upgraded through value-driven approaches, the urgent need for industry transformation has historically converged with a window of opportunity created by policy guidance. The National Development and Reform Commission’s issuance of the “Opinions on Accelerating the High-Quality Development of the Engineering Consulting Industry” serves as a guiding document for the industry’s development over the coming period. Immediately thereafter, the China Engineering Consulting Association released implementation guidelines to provide clear direction for the industry’s growth. “ Professionalization, standardization, digitalization, and internationalization ” the course, driving the industry from “ Qualification-driven ” towards “ Capability-driven ” Profound transformation. Faced with this historic opportunity, all colleagues at Zhongtou Zeshi, with a strong sense of responsibility and professional dedication, have delivered an outstanding Zeshi response by implementing the nation’s major strategies, expanding effective investment, and promoting the construction of Chinese-style modernization.

Professionally enhance the Zeshi brand. We consistently uphold the core philosophy of “establishing ourselves through professionalism and achieving victory with expertise,” and we continue to move forward relentlessly on the path to excellence. In 2025, our professional strength received full recognition from industry associations. Awarded six provincial-level awards for outstanding engineering consulting achievements. (2 First Prizes, 3 Second Prizes, and 1 Third Prize), demonstrating our deep-rooted expertise in the field of project consulting; our company’s employees have once again achieved outstanding results in the Certified Consulting Engineer (Investment) Qualification Examination, further strengthening our professional talent pool and injecting strong momentum into high-quality development. Particularly encouraging is that we have been rated by the China Engineering Consulting Association as... Engineering consulting firm credit rating: AA level ; Success Obtain the comprehensive Class A credit rating and six specialized Class A credit ratings for engineering consulting firms in 2025. These weighty honors are not only the highest recognition of Zeshi’s professional capabilities, but also solid proof of our commitment to implementing the nation’s requirements for high-quality development and enhancing the Zeshi brand.

We actively promote industry exchanges and cooperation. In March, Song Yingzhong, Chairman of our company, was elected Vice President of the Sichuan Provincial Engineering Consulting Association, and our company was named a directorial member of the Sichuan Provincial Investment Association. In June, we were invited by the China Engineering Consulting Association to attend the 10th Annual Meeting of the Board of Governors of the Asian Infrastructure Investment Bank. In September, we participated in the FIDIC 2025 Global Infrastructure Congress, engaging in in-depth exchanges with international peers. In October, Song Yingzhong, Chairman of our company, attended the special committee working meeting and the Digital Intelligence Forum as the Deputy Secretary-General of the Engineering Management Committee of the China Engineering Consulting Association. In November, Zeshi Think Tank experts attended the 3rd China PPP Legal Forum and delivered keynote speeches, showcasing Zeshi’s international perspective in the professional field. These platforms enable us to establish deep connections with cutting-edge industry resources, transform practical experience into replicable solutions, and continuously contribute “Zeshi Wisdom” to the high-quality development of the industry.

In terms of strategic cooperation, we have established partnerships with Sichuan Juneng Filtration Materials Co., Ltd., Yunnan Yingzao Engineering Design Group, Xiyue Capital, Bingdian Group, and other organizations. Together, we are engaging in deep collaboration across areas such as industry consulting, technological innovation, capital operations, and digital marketing, thereby building an open and mutually beneficial ecosystem.

We are deeply involved in the preparation and publication of “Investment and Financing Guidelines and Selected Case Studies for Fixed-Asset Investment Projects,” organized by the Institute of Government and Public Finance at the Central University of Finance and Economics, providing professional reference materials for industry development.

Deep collaboration Open and Win-Win

Take responsibility for supporting Zeshi's development. Over the past year, driven by our sense of responsibility, we have embraced a new paradigm of industry transformation and consistently provided comprehensive advisory services centered on the implementation of major strategies, major plans, major projects, and major policies. We have strived to deepen our engagement—from front-end policy advice to back-end operational evaluations. We have successively undertaken the preparation of “15th Five-Year” plans and related research studies for regions including Mengzi’s “Two Zones” in Yunnan, Gejiu City, the State-owned Assets Supervision and Administration Commission of Panzhihua City in Sichuan, and the Vanadium-Titanium High-tech Zone of Panzhihua City. We have also completed feasibility studies for nearly 200 major projects in Yanshan, Yunnan; Lingchuan County, Guilin; Zhaoping County, Guangxi, and other locations, thereby accelerating the implementation of these projects. The expert team from Zeshi Think Tank has conducted specialized training and guidance across the country. They have traveled to various regions—including Sichuan, Heilongjiang, Yunnan, Hubei, and Guangxi—to deliver focused training sessions on project planning for engineering consulting associations, local governments at all levels, and state-owned enterprises. Their work has spanned the entire country, fully demonstrating Zeshi Consulting’s intellectual support in areas such as plan formulation, investment decision-making, and project implementation, and highlighting the sense of responsibility and commitment of Zeshi professionals in serving local economic and social development.

Looking ahead to 2026, as the nation’s 15th Five-Year Plan is about to begin, high-quality development has become the most prominent theme in our industry. National policies clearly require us to gain a deeper understanding of our industry’s positioning, accelerate the digital transformation and development, promote the establishment of a diversified consulting service system, strengthen talent development, and strictly regulate professional conduct in engineering consulting. We must shift from being merely a provider of single-service links to becoming intellectual-service partners that offer integrated solutions covering project investment decision-making, engineering construction, and operation and maintenance.

To this end, we must internalize “responsibility” and “professionalism” as the company’s core DNA and focus on the following strategic directions as we forge ahead with determination:

First, further enhance specialization. Continuously strengthen talent development, refine the professional talent cultivation system, and build a talent ecosystem that integrates “industry, academia, research, and application.” Actively collaborate with universities and research institutions to cultivate versatile talents who not only master technology and management skills but also have a deep understanding of policies. This will help us build a high-quality, professional team and enhance the technological content and theoretical depth of our consulting services.

Second, further expand into diversified consulting services. Place greater emphasis on innovation in the consulting business model, actively expand diversified services such as strategic decision-making, investment and financing planning, risk assessment, and modern management, and strengthen cross-sectoral integration and innovation in consulting. Vigorously promote end-to-end “think tank consulting + engineering consulting” services, leverage the guiding and driving role of think tank research, and foster the development of integrated, comprehensive consulting services.

Third, achieve further breakthroughs in digital transformation. Deepen the application scenarios of digital intelligence, establish a digital consulting standards system, build a data resource repository, and develop a digital sharing and intelligent consulting platform to enhance service efficiency and quality. Promote the deep integration of consulting services with digital technologies and create a new digital consulting ecosystem.

Fourth, further refine standardized management. Establish and improve a quality management system, standardize consulting processes, elevate service standards, and integrate compliance management into business workflows. This will ensure that the company not only achieves rapid growth but also maintains steady and sustainable development, guaranteeing that every project can withstand the test of history and practice. Actively participate in the formulation of industry standards and promote the standardized development of the engineering consulting industry.
