As morning mist shrouds the peaks of Mount Meng, the fragrant aroma of tea intertwines with the fresh scent of rice fields in the fertile soil of the Sichuan Basin. On this land of Mingshan District in Ya'an City, Zeshi Consulting fully leverages its role as an engineering consulting think tank to meticulously plan and implement high-quality agricultural technology promotion and farmland development projects. This project aims to vigorously advance agricultural technology, cultivate new forms of agricultural productivity, effectively enhance agricultural production efficiency, empower the transformation and upgrading of the agricultural industry, and promote the construction of a modern agricultural system—bringing new vitality and dynamism to this land.
Mingshan District, Ya'an City
Mingshan District, a historic “holy land of fairy tea,” is nestled amid lush green mountains and clear waters in Ya’an City, Sichuan Province. Here, not only are traditional crops such as rice and corn abundantly produced, but the Mengshan Tea—a nationally recognized geographical indication product—has earned widespread acclaim across the country. Yet, the pace of agricultural development is often hampered by insufficient scientific and technological innovation. Production remains heavily reliant on natural conditions, risk resilience needs to be strengthened, and the district is unable to fully meet consumers’ demand for high-quality, diversified agricultural products.

The national “14th Five-Year Plan for Promoting Agricultural and Rural Modernization” explicitly states: “We must uphold self-reliance and self-strengthening in agricultural science and technology and accelerate breakthroughs in key core technologies. Focusing on critical areas such as biological breeding, arable land quality, smart agriculture, agricultural machinery and equipment, and green agricultural inputs, we will speed up the research and development and innovation of a batch of key core technologies and products.” As the nation continues to place increasing emphasis on and provide greater support for agricultural modernization, localities are urgently seeking to leverage scientific and technological innovation to drive the transformation and upgrading of their agricultural industries, thereby embracing the new wave of national, provincial, municipal, and district-level strategic guidance and growing consumer demand for green agricultural products during the 14th Five-Year Plan period.
To address issues such as weak local agricultural resource support capabilities and imbalanced regional development, Ya’an Guangju Agricultural Development Co., Ltd. plans to invest 300 million yuan in the construction of an efficient agricultural technology demonstration farmland project in Mingshan District, Ya’an City. This project will promote agricultural technology, popularize ecological farming practices, leverage technological innovation to enhance the quality and efficiency of agricultural production, and drive the modernization of agriculture and the sustainable development of the rural economy.

After receiving the project in January 2024, Zeshi Consulting immediately assembled an expert team and went deep into Mingshan District, Ya'an City, to conduct a comprehensive survey of local specialty agricultural resources. The team also visited the Corn Research Institute of Sichuan Agricultural University and the Tea Research Institute of Sichuan Academy of Agricultural Sciences to learn about the growth conditions of crops such as corn and tea plants. They studied the technical requirements for breeding new varieties that are well-suited to local cultivation, highly resilient, highly adaptable, high-yielding, and of superior quality. In conjunction with the local plan for modernizing agriculture and rural areas, they conducted in-depth preliminary investment decision analysis, refined and optimized the early-stage project planning, and ensured that the project would be precisely targeted and efficiently advanced.
Technology is the core and key to the formation and development of new-quality productive forces. Through this project, we are building agricultural infrastructure—including a breeding research center, seedling greenhouses, soil improvement facilities, mechanization-friendly land leveling projects, and farmland irrigation networks—to strengthen the integration of agriculture and technology. At the same time, we are collaborating efficiently with the Ningshan District Bureau of Agriculture and Rural Affairs, the District Bureau of Science and Technology, the Maize Research Institute of Sichuan Agricultural University, and the Tea Research Institute of the Sichuan Academy of Agricultural Sciences to carry out the cultivation of new varieties of maize and superior tea tree strains. This collaboration will promote local agricultural scientific and technological innovation, facilitate the transformation and application of agricultural scientific and technological achievements, and enhance the technological content and added value of agricultural production.
During the project implementation process, Zeshi Consulting demonstrated a high level of professionalism and sense of responsibility. By collaborating closely with relevant research institutions and utilizing specialized data-calculating tools, Zeshi ensured that all data were accurate and scientifically sound, providing robust data support for project investment estimation and revenue forecasting.
Thanks to Zeshi Consulting’s professional project feasibility study report, the project received approval in May 2024 for a 240 million yuan loan from a policy bank, and the first loan disbursement was completed in July, marking the project’s entry into a new stage of development. This financial support not only validates the project’s feasibility but also reflects strong confidence in the prospects of agricultural modernization.

The implementation of the high-efficiency agricultural technology promotion and farmland construction project in Mingshan District, Ya'an City, is not only a proactive response by the local area to the state’s “14th Five-Year Plan for Promoting Agricultural and Rural Modernization,” but also a vivid practice through which Zeshi Consulting leverages its professional expertise and technical capabilities to foster and develop new agricultural productivity, thereby promoting intelligent, green, and efficient agricultural production.
