Introduction: When granaries are full, the nation is stable. Food security is of paramount importance—just as heavy as Mount Tai. To ensure food security, we must not only cultivate and harvest grain effectively but also store and manage it properly. Grain storage facilities serve as the physical infrastructure for storing grain. We must accelerate the construction of safe, smart, green, clean, and aesthetically pleasing grain storage facilities—allowing grain to “live in a good home.” By upgrading the modernization level of grain storage facility construction and management, we can guarantee the safety of grain storage, continuously improve the quality of stored grains and oils, and better meet people’s growing demand for “eating well” and “eating nutritiously and healthily.”

Gengma Dai and Wa Autonomous County in Lincang City, Yunnan Province (hereinafter referred to as Gengma County) is one of Yunnan Province’s 29 autonomous counties for ethnic minorities and one of its 25 border counties. Located in the southwestern frontier of China and bordering Myanmar, Gengma County serves as an important gateway and land shortcut from Yunnan to Myanmar. The region boasts abundant resources of light, heat, water, and air, with significant temperature differences between day and night. Ninety-two percent of the county’s arable land is situated in the subtropical zone. Thanks to its uniquely favorable natural climate conditions, Gengma County has fertile soil and rich biodiversity, making it a vital base for national grain and sugar production.

In recent years, Gengma County has consistently adhered to the strategy of "storing grain in the land and in technology," firmly shouldering its responsibility for grain production. By implementing four key "grain policies"—building high-standard farmland, the "Rice Goes Up the Mountain" project, crop rotation programs for cultivated land, and providing two types of agricultural subsidies—Gengma County has effectively boosted the quality and efficiency of grain production. As a result, the county’s grain output has achieved "fourteen consecutive years of growth." At the same time, these achievements have placed higher demands on grain reserve management.
The grain storage facilities in Gengma County were mostly built a long time ago and now face issues such as insufficient storage capacity and poor airtightness. As time passes, the infrastructure and equipment of these warehouses have become outdated, making it difficult for them to meet the high standards required for modern grain storage. There is an urgent need to upgrade and renovate these facilities to ensure secure grain storage both now and in the future. To enhance grain reserves and processing capabilities, expand the scale of grain storage, strengthen the capacity for emergency grain supply and regulation, and safeguard food security, under the leadership of the County Party Committee and the County Government, Gengma Dai and Wa Autonomous County Rural Ecological Construction Investment Co., Ltd. plans to invest 140 million yuan in the implementation of the Gengma Autonomous County Grain Storage and Logistics Project.
Relying on professional expertise and attentive service, Zeshi Consulting Yunnan Branch, entrusted by the project owner, has undertaken the preliminary planning work for this project.

The consulting team conducted an in-depth site survey of the project area, extensively and thoroughly collected relevant data, and carried out intensive field research as well as multi-party meetings and discussions to deeply explore information related to natural resources, industrial planning, market prospects, and other pertinent factors within the project zone. At the same time, the team delved deeply into General Secretary Xi Jinping’s important remarks on food security and material reserves, closely aligning these insights with national, provincial, and municipal development plans and policy orientations. From macro, meso, and micro perspectives, the team conducted a comprehensive study, analyzed the project’s eligibility criteria, and substantiated the necessity of its implementation.

Based on an in-depth understanding of the current status of grain reserves in Gengma County, the consulting team has meticulously planned and is committed to building a modern, intelligent granary that integrates large-scale storage with a high level of information technology. The project will include the construction of a series of advanced storage and processing facilities, such as quasi-low-temperature bulk grain warehouses, quasi-low-temperature finished-product warehouses, and a rice-processing workshop. Moreover, cutting-edge green grain-storage technologies—such as quasi-low-temperature storage and circulating fumigation—will be introduced, enabling a qualitative leap in the management level of grain storage.

The consulting team conducts comprehensive analysis and research throughout the entire lifecycle of a project—from investment and financing to construction and operation—integrating modern engineering consulting methodologies such as the Logical Framework Approach, scenario analysis, and SWOT analysis. By combining dynamic and static analyses, qualitative and quantitative analyses, and statistical analysis with predictive modeling, the team rigorously assesses the scientific soundness of engineering and technical solutions to determine the project’s feasibility. From an economic and financial perspective, the team demonstrates the project’s sustainability and its potential for generating economic benefits and attracting financing. Ultimately, the team produces a feasibility study report that is thoroughly substantiated, meticulously analyzed, employs advanced methodologies, and is both innovative and highly practical, providing high-quality decision-making support for relevant local government departments and financial institutions.

To ensure the smooth advancement of the project, Zeshi Consulting’s Yunnan branch has established a project communication and coordination mechanism with the Shuangjiang County Branch of the Agricultural Development Bank of China and the project owner company. Through division of labor, collaborative efforts, and close cooperation, they are jointly brainstorming solutions, overcoming project challenges, and ensuring the efficient execution of project financing. Thanks to coordinated efforts from all levels and full-scale promotion, in June 2024, the project successfully obtained a loan of 110 million yuan from the Yunnan Branch of the Agricultural Development Bank of China, laying a solid financial foundation for its implementation.
Food security, as the cornerstone of national economic development and people's livelihoods, is of paramount importance—yet ample food reserves serve as the “ballast stone” that underpins this critical foundation. With the implementation of this project, Gengma County’s grain storage capacity will be significantly enhanced, propelling its food security and supply systems toward modernization. This initiative holds profound practical significance and strategic value for building a higher-level, higher-quality, and more sustainable food security assurance mechanism.
