Project Overview:

Provincial Road As one of Chengdu’s radial highways, Route 104 starts in Chengdu and ends at Wawushan Mountain in Hongya County. Within Ya’an City, it stretches for approximately 94 kilometers and serves as the sole major route connecting Hongya County in Meishan City. Following the April 20 Lushan earthquake, the road surface suffered severe damage, some drainage facilities became inoperable, and the road’s traffic capacity has been significantly reduced.

To implement the directives of the Ya'an Municipal Party Committee and Municipal Government. In response to the “Strong Transportation City” development strategy, efforts are being made to enhance road capacity and accelerate the construction of the Dazhou Gongshan Cultural Tourism and Health Care Industrial Park. The goal is to soon establish an ecological tourism loop connecting Zhougong Mountain, Wayu Mountain, and Emei Mountain. To this end, Yucheng District has submitted a proposal to include the reconstruction project of Provincial Highway 104—specifically the section from Pingshi in Yucheng District to Huilong (on the border with Hongya)—into Sichuan Province’s list of key projects for 2022, with planned investment totaling 1.8 billion yuan. Securing such substantial funding has become a major challenge for the local government. After multiple rounds of communication between the consulting team and the project owner, a solution was proposed that emphasizes “adapting to local conditions” and leveraging diversified funding channels. Specifically, the section from the southern suburbs to Zhougongshan Town and its branch lines will be operated through market-oriented mechanisms. These sections, provided they meet certain conditions, will be assigned to local state-owned enterprises, with revenues generated from these conditions serving as the primary source of repayment. This approach has successfully addressed the financing challenges commonly faced by large-scale infrastructure projects.
