Yongsheng County Urban Parking Lot Construction Project

Project Overview:

In recent years, Yongsheng’s economic strength has improved, and the living standards of its residents have risen, leading to an increased demand for vehicles. As a result, the number of vehicles in the city no longer matches the available parking spaces, giving rise to persistent problems with parking and charging. This has gradually led to indiscriminate and disorderly parking, severely disrupting urban traffic.

After conducting targeted analysis, the consulting team carefully studied the financial policies of policy banks, broadened their perspectives, and discussed—ultimately determining—a plan for asset acquisition. + For the renovation and expansion project, the government has transferred 1,885 parking spaces to the enterprise for operation, granting the enterprise exclusive franchise rights over these parking spaces. At the same time, in order to revitalize existing state-owned assets and strengthen the state-owned economy, the enterprise plans to centrally manage all parking spaces across Yongsheng County. It intends to acquire a multi-level parking garage designed for large livestock and will use the Quality Inspection Station as the administrative office for this project. Upon successful acquisition, the enterprise will upgrade and renovate both the parking garage and the existing temporary parking areas. Leveraging its own technological and managerial strengths, the enterprise emerged as the winning bidder. Taking advantage of the government’s policy aimed at revitalizing existing assets and expanding effective investment, the enterprise has tapped into the financial resources provided by the Agricultural Development Bank—specifically tailored to support agriculture, rural areas, and farmers. As a result, it has not only resolved the fundamental issues of operational sustainability and funding but also broken through the longstanding challenges faced by urban and rural residents, such as traffic congestion, difficulty finding parking, and challenges with charging facilities. Moreover, the enterprise has improved the basic supporting infrastructure for urban public transportation, making residents’ commutes smoother and their daily lives more convenient, thereby promoting economic prosperity and social stability in both urban and rural areas.

The project is financed by a policy bank. 62 million yuan in funding support through a 14-year loan.
