In recent years, with the vigorous growth of tourism and the acceleration of urbanization, issues such as fragmentation of land resources, increasing pressure on farmland protection, and imbalances in spatial planning between urban and rural areas have gradually become more prominent. Against this backdrop, comprehensive land consolidation across the entire region has emerged as a crucial approach for optimizing land-use patterns, promoting rural development, and supporting the all-round revitalization of rural areas. By integrating production, living, and ecological spaces, this initiative will help Lijiang City to establish... A new pattern of sustainable development characterized by contiguous high-quality farmland, concentrated villages, industrial clusters, and a beautiful ecological environment.
To thoroughly implement the state’s strategic plan for comprehensive land remediation across the entire territory, deepen the cooperation mechanism among government, banks, and enterprises, accelerate project construction, and support the high-quality development of Lijiang City’s local economy, On March 4, the Lijiang Municipal Government of Yunnan Province held a training session on the comprehensive land remediation policy for the entire region. The aim was to further deepen ideological understanding, broaden perspectives, and enhance policy competence, so as to promote the comprehensive land remediation across Lijiang City with greater intensity and more practical measures, strengthen the capacity to ensure land resources, and better advance the "Hundred, Thousand, Ten Thousand Project" in a substantive and effective manner.

Zhou Kaiju, Vice Mayor of the Lijiang Municipal People's Government, attended the meeting and delivered a mobilization speech. Vice Mayor Zhou emphasized that deeply advancing comprehensive land consolidation across the entire region is a crucial approach for optimizing the spatial layout of productive forces and effectively activating and making the most of land resources. It serves as a powerful engine for promoting Lijiang’s high-quality development. All cadres must deeply recognize the important role of comprehensive land consolidation across the entire region in optimizing spatial planning, overcoming difficulties in land resource utilization, fostering integrated urban-rural development, improving living environments, deepening institutional reforms, and ensuring equitable sharing of land benefits. All departments should strengthen their awareness and understanding, fully leverage policy and financial support, enhance their capacity for project planning, and accelerate the implementation of comprehensive land consolidation efforts throughout Lijiang City.
The training session specially invited Li Hecao, a think-tank consulting expert at Zhongtou Zeshi, a special researcher at the Sichuan Provincial People's Government Advisory Office, and a second-level researcher at the Sichuan Provincial Land Consolidation Center, as well as Zhao Hongyu, a think-tank consulting expert at Zhongtou Zeshi and General Manager of Zhongtou Zeshi Yunnan Branch, to speak respectively on A special lecture was given on “Comprehensive Land Consolidation Across the Entire Region: Boosting Rural Revitalization” and “Financing Approaches and Case Studies for Comprehensive Land Consolidation Across the Entire Region.”
Leaders from the Lijiang Municipal Development and Reform Commission, the Finance Bureau, the Bureau of Natural Resources and Planning, the Bureau of Ecology and Environment, the Bureau of Agriculture and Rural Affairs, and the Municipal State-owned Assets Supervision and Administration Commission; heads of municipal-level state-owned enterprises; executive deputy mayors (district chiefs) of all districts and counties; heads of the development and reform bureaus, finance bureaus, bureaus of natural resources, bureaus of ecology and environment, and bureaus of agriculture and rural affairs in each district and county; heads of state-owned enterprises in each district and county; the Lijiang Branch of the Agricultural Development Bank of China; and heads of branch offices in various counties—all attended this training session.


Two experts from the Zeshi Think Tank, drawing on practical cases, provided a detailed explanation to the attendees—covering technical aspects, planning, solution approaches, and financial support—on the specific implementation path for comprehensive land remediation across all areas. They also offered an in-depth analysis of national and provincial policies regarding farmland protection, the linkage between increases and decreases in urban and rural construction land, ecological restoration, and the application of these policies. Drawing on the experience of the “Ten Million Projects” initiative and other latest policies, this document systematically organizes approaches and methodologies for project planning and securing funding. It summarizes and proposes an operational model characterized by “government leadership + land-element planning + industrial attraction + real-economy operations + revenue balance.” The document also explores ways to break through funding bottlenecks and accelerate project implementation. Taking domestic cases from Zhejiang, Jiangsu, Chongqing, Sichuan, and Hubei provinces, as well as international examples from Germany, the study analyzes the practical effectiveness of comprehensive regional remediation in ecological restoration and rural revitalization. Additionally, it offers recommendations on how Lijiang City can efficiently and orderly advance its comprehensive land remediation efforts across the entire region.
This special lecture was highly valued and warmly welcomed by leading officials of the Lijiang municipal government, representatives from local state-owned enterprises, and leaders of the Agricultural Development Bank of China.
