The Zhongtou Zeshi think tank team went to the Honghe Comprehensive Bonded Zone in Mengzi Economic Development Zone, Yunnan, and relevant government departments in Gejiu to conduct a special research study on the "15th Five-Year" plan.
Preface
Since the beginning of 2025, Zhongtou Zeshi (Beijing) International Consulting Co., Ltd. has successively won bids through project unit tenders for tasks including the preparation of the “15th Five-Year Plan” for the Honghe Comprehensive Bonded Zone in the Mengzi Economic and Technological Development Zone, as well as research studies on new-quality productivity development, health-care brand building, and innovative integration of culture and tourism in Gejiu City during the 15th Five-Year Plan period. To ensure high-quality completion of these planning and research tasks, from February 24 to 27, 2025, Zhongtou Zeshi (Beijing) International Consulting Co., Ltd. organized a research team consisting of six members—including experts from the “Zeshi Think Tank” in relevant fields and project managers—to conduct a four-day special investigation in Mengzi City and Gejiu City, Yunnan Province. This investigation, tailored to the local development realities, focused on key issues such as development positioning, industrial upgrading, quality improvement in healthcare, and integrated development of culture and tourism during the 15th Five-Year Plan period. Through methods including government-enterprise symposiums, on-site inspections, and data collection, the team systematically analyzed the two regions’ comparative advantages, industrial foundations, and development aspirations, providing solid support for the formulation of the 15th Five-Year Plan.

The research team’s first stop was the Honghe Comprehensive Bonded Zone in the Mengzi Economic and Technological Development Zone, where they engaged in an in-depth discussion with the Economic Development Bureau of the Management Committee. The “Two Zones” (Economic Development Zone and Comprehensive Bonded Zone)—their resource advantages, current development status, industrial positioning, and strategies for addressing key challenges. After the meeting, the research team conducted on-site visits to enterprises such as Yiqing Honghe Science and Technology Industrial Park and Yunnan Meike New Energy, and proposed strengthening the integrated development approach of “industry, city, and culture” to create a demonstration zone for an open economy that is both conducive to business and livable.
In Gejiu City, the research team engaged in an in-depth discussion with the Development and Reform Bureau on the topic of developing new-quality productivity. Leaders from the Gejiu Development and Reform Bureau responded positively to the research team’s proposals. We express our approval of the research approach and direction, which calls for Gejiu to break away from its traditional reliance on mining and explore a composite development path integrating “green metallurgy + digital empowerment + health, wellness, and tourism-based living.” We particularly emphasize that research on the development of new-quality productivity must thoroughly understand Gejiu’s basic conditions, deeply analyze existing developmental challenges, propose targeted countermeasures tailored to local realities, and effectively provide a “Gejiu-specific interpretation” of new-quality productivity.


During this period, the research team also visited frontline medical institutions one after another, including the Gejiu City Maternal and Child Health Hospital, the City People’s Hospital, the City Traditional Chinese Medicine Hospital, the Datun Central Health Center, and the Datun New Area Integrated Traditional and Western Medicine Hospital. The special research covered the entire chain of the three-tiered healthcare system, with a particular focus on examining the medical resources, specialized departments, patient referral networks, synergistic development with health and wellness tourism, and future development plans of hospitals at all levels. Among the findings presented was the “Gejiu City…” The theme and outline of the study “Research on Medical Brand Building and Enhancement of Regional Influence during the 15th Five-Year Plan” have received high praise from relevant leaders of the Health Commission.

In addition, the research team focused on the cultural and tourism industry in Gejiu City, conducting in-depth field visits to sites such as the Tin Culture Exhibition Hall at the Gejiu Museum, the community-based tourism and residential renovation project in Chuyun Community, and the Liyuan Shaochong Ecological Village. They gained a thorough understanding of local cultural heritage, climatic resources, and the actual needs of tourists and residents, systematically compiling and organizing this information. The integrated development path of “industrial heritage + healthy living + ecological wellness.” The three-dimensional renewal approach proposed by the expert panel—“scene reconstruction, business model restructuring, and cultural empowerment”—has received high recognition from community staff.
Through this in-depth research, the research team has gained a more specific and objective understanding of the basic conditions, key tasks, industrial layouts, and development strategies of various owner units. As a national Class-A credit-rated engineering consulting firm, Zhongtou Zeshi has been deeply involved in multiple regions. The preparation of the “14th Five-Year Plan” and the “15th Five-Year Plan” has seen service cases spanning multiple provinces. This survey marks another deepening of the company’s engagement in the field of planning and consulting services in the southwestern frontier region.
