Focusing on three main priorities—increasing incomes, reducing burdens, and optimizing supply and the environment—the plan lays out 30 key tasks across eight areas and introduces a comprehensive package of policies designed to benefit both residents and businesses. These policies include: an initiative to boost income growth for urban and rural residents; a support initiative to safeguard and enhance consumer purchasing power; an initiative to improve the quality of service consumption and bring benefits to the people; an initiative to upgrade and renew large-scale consumer goods; an initiative to elevate overall consumption quality; an initiative to improve and enhance the consumption environment; an initiative to streamline and optimize restrictive measures; and an initiative to refine and strengthen supporting policies.

The following are the key highlights of the policy:
I. Let the people The “money bag” is getting fuller.
1. Stabilize employment and boost incomes
● Continue the unemployment insurance policy of providing stable-post returns, expand the scale of work-for-relief programs, and ensure employment for key groups.
● Raise the minimum wage standard by 2025, and improve the skills training and evaluation system to help enhance professional competencies.
●Further boosting farmers’ incomes: Revitalizing underutilized rural housing resources, supporting courtyard economies and forest-understory economies, and promoting the consumption of green agricultural products.
2. Broaden channels for wealth appreciation
● Strengthen the building of capital market stability, encourage long-term funds such as social security and pension funds to enter the market, and crack down rigorously on financial fraud and illegal share reductions.
● Innovate personal investment products and enrich bond-based wealth management options.
3. Solidly address the issue of overdue payments.
Strengthen local governments’ responsibility at the local level and address the issue of overdue payments to enterprises, especially small, medium, and micro-sized enterprises. “Pay promptly and pay fully,” strengthen audit oversight, reinforce constraints on dishonest behavior, and establish a sound, long-term mechanism for settling outstanding debts.
II. Ensuring People's Livelihoods “Can hold up”
1. Reduce the burden of childbirth and child-rearing.
Pilot a childcare subsidy program, expand maternity insurance coverage to include flexibly employed workers, and increase pediatric nighttime outpatient services.
In 2025, we will raise student financial aid standards, offer interest-free deferrals on student loans, and align education more closely with industry needs.
2. Medical care and elderly care, giving you greater peace of mind.
Pension and medical insurance subsidies for urban and rural residents have both been increased. The individual pension system is being fully rolled out, and household registration restrictions on participation in social insurance for flexibly employed workers are being lifted.
Strengthen care for elderly individuals with disabilities, provide dynamic support to low-income households, and issue unemployment benefits and temporary subsidies. “Ensure full coverage where applicable.”
III. Promote service consumption “Warm the heart”
1. Optimize service provision for the “elderly and young” segments.
●Accelerating age-friendly renovations: Installing elevators, providing senior meal assistance, and promoting silver-age tourism are being fully rolled out.
● Diversified childcare services: Community-based and enterprise-run childcare facilities are receiving policy support, and inclusive institutions can benefit from site subsidies.
2. Enhancing and expanding the quality and capacity of lifestyle services
● Develop “15-minute convenient living circles,” standardize and professionalize domestic services, and support the development of distinctive catering options.
● Innovative integration of culture and tourism: Extend the operating hours of scenic areas, streamline the approval process for performances and events, and implement a “single approval, nationwide tour” policy.
3. Developing the ice and snow economy and inbound consumption
● Launch and implement the Ice and Snow Tourism Enhancement Plan, organize and carry out consumption-promoting activities such as the Ice and Snow Consumption Season, develop a number of high-quality tourism attractions and resort areas with an ice and snow theme, and support regions rich in ice and snow resources to become globally renowned, high-quality ice and snow tourism destinations.

● Expand the scope of visa-free entry, optimize departure tax refund services, and cultivate new markets for international medical services and convention & exhibition industries.
IV. Boost Large-scale Consumption “Renew the Face”
1. Increase support for the trade-in program for consumer goods.
Make good use of the funds from the ultra-long-term special government bonds to support local governments in stepping up efforts to expand and implement programs that encourage consumers to trade in old goods for new ones. Enjoy subsidies when upgrading cars, home appliances, and home furnishings; receive discounts when purchasing new smartphones, tablets, and smart wearables; and see smoother circulation of secondhand goods.
2. Precisely meet housing needs
Step up efforts to renovate urban villages and dilapidated housing. Allow special-purpose bonds to support city governments in acquiring existing commercial housing for use as affordable housing. Appropriately reduce interest rates on housing provident fund loans. Expand the scope of housing provident fund usage by enabling contributors to apply for individual housing loans from the housing provident fund while withdrawing their funds to pay the down payment for a home. Increase support for withdrawals used for rent payments and advance pilot programs for flexible employment workers to contribute to the housing provident fund.
3. Extend the automotive consumption chain
Expanding the aftermarket in areas such as modification, motorsports, RV camping, and used car trading. “Reverse invoicing” made more convenient, with information platforms supporting transparent transactions.
V. Creating a Consumer-Friendly Environment More comfortable
1. Guarantee the right to rest and vacation.
Strictly implement paid leave policies, encourage flexible and staggered vacation schedules, and promote the exploration of spring and autumn vacations for primary and secondary schools.
2. Create a consumer-friendly environment
Strict crackdown Strengthen regulation of defective product recalls and crack down on false marketing practices such as “the lowest price across the entire network,” making consumer rights protection more efficient.

●Fiscal and financial measures work in tandem: Central government budgetary investments and other financial resources are being stepped up to support project development in areas such as education, healthcare, skills training, elderly care and childcare, and culture, tourism, and sports, thereby addressing shortcomings in public services. Eligible projects in sectors including consumption, cultural tourism, and others will be supported in issuing real estate investment trusts (REITs) focused on infrastructure.
●Further optimization of the business environment: Removing barriers to market entry, streamlining approval processes for promotional activities, and adopting a regulatory approach that “leaves businesses alone unless there’s trouble.”
●Remove consumption restrictions: Car lottery allocations favor households without cars, traditional folk activities are carried out in an orderly manner, and government procurement is open and equitable.
