The Institute of Government and Finance at the Central University of Finance and Economics is supporting Mohe City’s planning for the “15th Five-Year Plan” projects, thereby empowering the local economy to achieve high-quality development.

To implement the key initiatives outlined at the Two Sessions and enhance the project-planning capabilities of the cadre team in the new context, the third collective (expanded) study session of the Mohe Municipal Party Committee’s Theoretical Study Center, along with a special lecture on “15th Five-Year Plan” project planning, was successfully held on March 21. Song Yingzhong, Director of the Project Investment and Financing Research Center at the Institute of Political Finance and Credit of the Central University of Finance and Economics, and Ren Bing, Deputy Director, were invited to deliver special lectures, providing Mohe’s leading cadres and project managers with systematic policy interpretations and practical guidance, thereby helping the local area overcome challenges in project planning and securing funding.
Wu Qingjun, Deputy Director of the Regional People’s Congress Working Committee and Secretary of the Municipal Party Committee, along with Sun Dezhi, Director of the Municipal People’s Congress Standing Committee, and other members of the Municipal Party Committee’s Theoretical Study Center, participated throughout the entire session. Leading officials from various towns, municipal government departments, and central and provincial-level units directly under the municipality attended the meeting at the main venue. Members of the leading teams from each town and municipal government department, as well as officials in charge of project construction, followed the meeting via the Tencent video conferencing system.

Policy Orientation of the Two Sessions. Leveraging Mohe City’s resource endowment—its “icy and snowy landscapes”—and its strategic location as a hub in Northeast Asia, we have innovatively identified three key strategic pillars. In his special lecture on “Local Government Project Planning and Practicalities of Local Project Investment and Financing,” Deputy Director Ren Bing provided attendees with replicable operational guidelines, drawing on case studies and analyzing them from multiple dimensions—including policy alignment, market feasibility, technological maturity, and financial sustainability.
Participants generally reported that the lectures given by the two experts... “Its theoretical depth is matched by practical value.” As a high-end think tank in China’s public-private partnership (PPP) field, the Institute of Government and Public-Private Partnerships at the Central University of Finance and Economics has always adhered to the principle of “grounding itself in China’s national conditions and serving the government.” This deepened collaboration with Mohe City represents both a fusion of theory and practice and a vivid example of collaborative innovation between academia and local authorities.
