Key Support Areas and Specialized Analysis 
(1) Infrastructure Sector
Railway Construction Special Program
Scope of support: Rehabilitation and upgrading of trunk railways in the central, western, and northeastern regions; intercity railways in the Beijing-Tianjin-Hebei region; and infrastructure for China-Europe freight trains.
Support Ratio: Maximum Subsidy for Core Railway Infrastructure Capital Investment 30%, intercity railways 15%.

Special Enhancement for Water Transportation
Scope of support: Improvement of inland waterways along the Yangtze River, public-benefit facilities at coastal ports, and construction of shore power facilities for ships.

Funding Limit: Maximum per single ordinary high school 50 million yuan, with the maximum funding for university research platforms reaching 600 million yuan.
Special Initiative for Actively Addressing Population Aging
Upgrade of Publicly-Run Elderly Care Service Institutions (Maximum Subsidy) 60%)
Building a universal childcare service system (with per-bed subsidies based on fixed quotas)
