Looking at the major expenditure items, Previous In the past five months, education expenditure totaled 1,745.5 billion yuan, up 6.7% year-on-year; science and technology expenditure reached 360.9 billion yuan, up 6.5% year-on-year; culture, tourism, sports, and media expenditure amounted to 138.2 billion yuan, up 5.4% year-on-year; social security and employment expenditure was 2,005.4 billion yuan, up 9.2% year-on-year; health expenditure stood at 889.6 billion yuan, up 3.9% year-on-year; and energy-saving and environmental protection expenditure totaled 200.7 billion yuan, up 6% year-on-year.
Regarding the budget revenue and expenditure of national government funds, Previous In the past five months, nationwide government fund budget revenue totaled 1,548.3 billion yuan, down 6.9% year-on-year; nationwide government fund budget expenditures reached 3,212.5 billion yuan, up 16% year-on-year.

I. National General Public Budget Revenue and Expenditure Situation
(1) General public budget revenue situation.
From January to May, the country’s general public budget revenue totaled 9,662.3 billion yuan, down 0.3% year-on-year. Among this amount, tax revenue nationwide reached 7,915.6 billion yuan, a decrease of 1.6% year-on-year; non-tax revenue stood at 1,746.7 billion yuan, up 6.2% year-on-year. By level—central and local—the central government’s general public budget revenue was 4,148.6 billion yuan, down 3% year-on-year; while local governments’ own general public budget revenue came to 5,513.7 billion yuan, up 1.9% year-on-year.
The status of major tax revenue items is as follows:
1. Domestic value-added tax totaled 3,085 billion yuan, an increase of 2.4% year-on-year.
2. Domestic consumption tax totaled 772.9 billion yuan, an increase of 1.6% year-on-year.
3. Corporate income tax totaled 2,182.6 billion yuan, down 2.5% year-on-year.
4. Individual income tax totaled 657.2 billion yuan, an increase of 8.2% year-on-year.
5. The value-added tax and consumption tax on imported goods totaled 724 billion yuan, down 6.5% year-on-year. Tariffs amounted to 89.8 billion yuan, a decrease of 9.2% year-on-year.
6. Export tax refunds totaled 1,083.6 billion yuan, an increase of 11.6% year-on-year.
7. The urban maintenance and construction tax totaled 224.8 billion yuan, an increase of 2.6% year-on-year.
8. Vehicle purchase tax totaled 83.7 billion yuan, down 22.9% year-on-year.
9. Stamp tax totaled 178.7 billion yuan, an increase of 18.8% year-on-year. Among this amount, stamp tax on securities transactions reached 66.8 billion yuan, up 52.4% year-on-year.
10. Resource tax totaled 122.4 billion yuan, up 0.2% year-on-year.
11. Property tax totaled 194.9 billion yuan, down 16.2% year-on-year.
12. Property tax totaled 231.5 billion yuan, an increase of 11% year-on-year.
13. Urban land use tax totaled 117.8 billion yuan, an increase of 5.1% year-on-year.
14. The land value-added tax totaled 203.1 billion yuan, down 16.8% year-on-year.
15. The cultivated land occupation tax totaled 64.3 billion yuan, an increase of 0.1% year-on-year.
16. The environmental protection tax totaled 12.7 billion yuan, an increase of 13.9% year-on-year.
17. Total revenue from other taxes, including vehicle and vessel tax, ship tonnage tax, and tobacco leaf tax, amounted to 53.8 billion yuan, representing a 1% increase year-on-year.
(2) General public budget expenditure situation.
From January to May, the nationwide general public budget expenditure totaled 11,295.3 billion yuan, representing a year-on-year increase of 4.2%. 7. Expenditures on urban and rural communities totaled 792.3 billion yuan, down 3.1% year-on-year.
8. Expenditures on agriculture, forestry, and water resources totaled 769.5 billion yuan, a decrease of 7% year-on-year.
9. Transportation expenditure totaled 444.8 billion yuan, down 0.1% year-on-year.
10. Interest payments on debt totaled 552.4 billion yuan, an increase of 9.2% year-on-year.
II. Budgetary Revenue and Expenditure of National Governmental Funds
(1) Status of budgetary revenue from government funds.
From January to May, the nationwide budget revenue from government funds totaled 1,548.3 billion yuan, down 6.9% year-on-year. By level—central and local—the central government’s budget revenue from government funds reached 184.8 billion yuan, up 4.7% year-on-year; while the local governments’ budget revenue from government funds at their own level amounted to 1,363.5 billion yuan, down 8.3% year-on-year. Among this, revenue from the transfer of state-owned land use rights was 1,128.1 billion yuan, down 11.9% year-on-year.
(2) Expenditure under the government fund budget.
From January to May, the nationwide budgetary expenditure on government-funded funds totaled 3,212.5 billion yuan, representing a year-on-year increase of 16%. By level—central and local—the central government’s own budgetary expenditure on government-funded funds reached 99.3 billion yuan, up 64.4% year-on-year; while local governments’ budgetary expenditure on government-funded funds amounted to 3,113.2 billion yuan, an increase of 14.9% over the same period last year. Among this, expenditures related to revenues from the transfer of state-owned land use rights totaled 1,611.3 billion yuan, down 9.3% year-on-year.
