Introduction

October 21, The General Office of the People's Government of Sichuan Province has officially released the "On Studying and Applying..." Implementation Opinions on Deepening the Experience of the “Ten Million Project” and Promoting Comprehensive Land Consolidation Work Across the Entire Region (Chuan Ban Fa [2025] No. 35).

This document is Sichuan Province’s effort to learn from and apply Zhejiang’s practices. The “Ten Million Projects” experience, along with the Implementation Opinions formulated by the Ministry of Natural Resources for comprehensive land consolidation across the entire territory (Document No. [2024] 149 of the Ministry of Natural Resources), combined with the actual conditions of the province, focuses on: Formulated for integrated urban-rural development, the comprehensive revitalization of rural areas, and the construction of livable, work-friendly, and beautiful countryside.

The Implementation Opinions include: The “two major” core objectives, the “six key” tasks, the “five” policy measures, and work safeguards—collectively. Composition, summarized as follows:

I. Two Core Work Objectives

1、 2027: Launch no less than 60 comprehensive land consolidation projects covering the entire region Establish a mature institutional framework in terms of working mechanisms, regulatory oversight, and fund integration, and create replicable and scalable model examples.

2、 2030: Complete the implementation of the first batch of projects, develop an implementation model with Sichuan characteristics, and promote it widely. Achieve intensive and efficient use of production spaces, livable and moderate living spaces, and ecologically pristine and scenic ecological spaces, thereby promoting more coordinated development between urban and rural areas.

 

II. Six Key Priority Tasks

IV. Work Guarantee Mechanism

County-level People's Government The implementation plan shall be prepared based on fully soliciting the opinions of villagers from the villages involved. With the consent of the rural collective economic organization or the village committee and after joint review and approval by the relevant municipal authorities, the plan shall be submitted to the Department of Natural Resources for approval and implementation. Cross-county indicator transfer projects require provincial-level approval and are encouraged. The “integrated multi-review” approach and other comprehensive project approval models enhance approval efficiency.
