The General Office of the Ministry of Industry and Information Technology recently issued a notice to further promote the systematic deployment of pilot-scale platforms in the manufacturing sector and strengthen the development of high-level pilot-scale platforms.
Pilot testing is a crucial link that closely connects the innovation chain, the technology chain, and the industrial chain. Pilot-testing platforms serve as an important support for transforming scientific and technological achievements into real productive forces. They will rely on various stakeholders—including academia, research institutions, industry, and end-users—to plan and build pilot-scale platforms.
The notice requires that, All parties should intensify the provision of policy support and resource allocation in areas such as funding, land, and talent. We must follow the laws of industrial development, adhere to a practical approach, and promote the planning and construction of pilot-scale platforms, while avoiding blind rushes and haphazard advancement.
In addition, the notice also released the “Guidelines for the Construction of Pilot Production Platforms in Manufacturing.” (The 2025 Edition) focuses on addressing key issues such as “what to build, who should build it, and how to build it” for pilot-scale testing platforms. The document “Key Construction Guidelines for Pilot-Scale Testing Platforms in Manufacturing (2025 Edition)” has been released to guide localities in strategically planning and building pilot-scale testing platforms that are urgently needed for industrial development, focusing on six key areas—raw materials industry, equipment manufacturing, consumer goods industry, information technology, emerging and future industries, and common needs—and 37 specific industry sectors.
