Zeshi Think Tank assists the Guangxi Engineering Consulting Association in conducting practical training on project planning and bond fund application for 2025.


To thoroughly implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party and put into practice the "Opinions of the General Office of the National Development and Reform Commission on Accelerating the Promotion of High-Quality Development in the Engineering Consulting Industry," From November 13 to 14, 2025, the Guangxi Engineering Consulting Association successfully held the “Practical Training Workshop on Project Planning and Bond Fund Application” at the Conference Center of Taoyuan Hotel in Nanning. The workshop was chaired by Li Yue, Secretary-General of the Guangxi Engineering Consulting Association, and was attended by more than 240 key personnel from engineering consulting firms, enterprises, and government departments across the region. Mr. Song Yingzhong, an expert from Zeshi Think Tank, a member of the Expert Database of the China Engineering Consulting Association, and Deputy Director of the Investment and Financing Professional Committee, served as one of the keynote speakers. Under the title “The Latest Macroeconomic Situation, Policies, Key Directions of the 15th Five-Year Plan, and Opportunities and Challenges for the Engineering Consulting Industry,” he first analyzed the current macroeconomic situation and the latest macroeconomic policies. Then, using a mind map, he presented to the participants the main contents of the proposed 15th Five-Year Plan, including building a modern industrial system, achieving scientific and technological self-reliance and strength, developing a domestic mega-market, promoting high-quality development, expanding high-level opening-up, accelerating the modernization of agriculture and rural areas, and comprehensively advancing green transformation and development.

 

       

      Second, in the face of current challenges in the engineering consulting industry—such as fragmented consulting services, intense internal competition, outdated service methods, and a shortage of versatile, multi-disciplinary professionals—we must closely align with the “Opinions on Accelerating the Promotion of High-Quality Development of the Engineering Consulting Industry” issued by the General Office of the National Development and Reform Commission (NDRC Investment [ In accordance with Document No. 824 [2025], the document puts forward a development path and strategic considerations for the engineering consulting industry, emphasizing the “Four Transformations” and “Three Enhancements”: namely, “service integration, digital and intelligent methodologies, multi-disciplinary talent development, and an internationalized perspective,” as well as “enhancing the guiding power of front-end investment consulting, improving the collaborative capabilities of mid-end consulting, and boosting the innovative strength of back-end specialized consulting.” At the same time, the document calls upon the industry to strictly adhere to National Development and Reform Commission’s Order No. 9, the “Administrative Measures for the Engineering Consulting Industry,” to strengthen industry regulation and guidance, intensify enforcement inspections, and promote high-quality development of the engineering consulting sector.

Subsequently, Mr. Song Yingzhong focused on high-quality project planning and, drawing on his extensive practical experience and supported by specific case studies, introduced his “33237” “practical methodology” for early-stage project planning: namely, the “3 Degrees” (height, breadth, and depth); the “3 Froms” (from nothing to something, from good to better, and from better to excellent); the “2 Full Life Cycles” (the full life cycle of a person and the full life cycle of a project); the “3 Major Objectives” (necessity of construction, feasibility of the proposed solution, and controllability of risks); and the “7 Dimensions” (feasibility of needs, assurance of key elements, engineering feasibility, operational effectiveness, financial feasibility, sustainability of impacts, and controllability of risks).

Finally, Mr. Song Yingzhong suggested that, guided by planning and with appropriate forward-looking approaches, we should establish—through multiple channels including central government investment within the national budget, special bonds issued by local governments, ultra-long-term government bonds, and financial financing—a “project pool,” a “funding pool,” and an “asset pool.” This would create a virtuous cycle of “project reserves—funding alignment—asset appreciation,” providing solid support for project implementation.

 

      

       Participants generally agreed that this training featured comprehensive content and strong guidance, effectively bridging the gap between policies and projects. The “last mile” provides professional support and path references for Guangxi to seize policy dividends and promote high-quality economic development during the critical window period of the 15th Five-Year Plan.

Relevant officials from the Guangxi Engineering Consulting Association stated that in the future, the association will continue to build high-quality platforms for industry exchange. It will organize a series of training sessions and seminars centered on policy highlights and operational challenges, further boosting the engineering consulting capabilities across the region and facilitating the industry’s transformation and upgrading. This will enable the association to contribute its professional expertise to supporting local economic and social development.

Zhongtou Zeshi will continue to leverage its think-tank advantages, focusing on national strategies and industry needs, and launch more targeted professional training and consulting services. Together with industry partners, we will explore new paths and solutions for high-quality development of engineering consulting during the 15th Five-Year Plan period.
