On November 14, 2025, the "3rd China PPP Legal Forum" was successfully held at the Oriental Mao Hotel in Beijing. The forum was organized by the School of Finance and Taxation of the Central University of Finance and Economics and hosted by Huicheng Law Firm in Beijing. Special guests included Wang Shouqing, Chief Expert at the Research Center for Investment and Financing Policies of Tsinghua University. Song Yingzhong, Deputy Director of the Investment and Financing Professional Committee of the China Engineering Consulting Association Xue Qitang, Executive Director of Beijing Huicheng Law Firm, served as the keynote speaker at this forum. Nearly 200 participants—including PPP industry experts, scholars, government and implementing agencies, representatives from social capital entities, PPP consulting firms, and other PPP professionals—attended the on-site conference, while approximately 100,000 people watched the online livestream.

The forum kicked off under the moderation of Professor An Xiumei from the Central University of Finance and Economics. She stated that this forum has brought together industry wisdom and fostered consensus among multiple stakeholders, through in-depth discussions. Cutting-edge issues and practical challenges in the PPP field will collectively contribute wisdom and strength to promoting the standardization, rule of law, and sustainable development of China’s PPP initiatives.

Professor Wang Shouqing, Chief Expert at the Tsinghua University Research Center for Investment and Financing Policies, in “Casual Talks” In the keynote speech titled “Document No. 84 and Relief Measures for Existing PPP Projects,” drawing on this year’s General Office of the State Council’s forwarding of the Ministry of Finance’s “Guiding Opinions on Regulating the Construction and Operation of Existing PPP Projects” (Guoban Han [2025] No. 84), we analyzed the current practical challenges faced by existing PPP projects and explored potential relief pathways from multiple perspectives, including project compliance, financing guarantees, lawful contract performance, and operational oversight. This analysis provides clear guidance for all parties involved in these projects to better understand the policy implications and facilitate its effective implementation.

The important segment of the forum — The “China PPP Blue Book” was officially released and introduced by Professor An Xiumei from the Central University of Finance and Economics. As the only authoritative work in China currently dedicated to the study of the PPP field, the Blue Book not only systematically summarizes the current hot topics and practical challenges in the PPP sector but also combines both “academic rigor and practical tools.” It serves as an essential reference for theoretical research as well as a practical guide for real-world operations, making it a key think-tank product in the PPP field.

The roundtable discussion in the second half was moderated by Attorney Xue Qitang. The two special sessions were marked by a lively and forward-looking atmosphere. Through this open and interactive roundtable dialogue, experts from various fields came together, eagerly sharing their insights and perspectives. The meeting was chaired by Fu Xiao, Executive Director of the Chongqing Branch of Beijing Huicheng Law Firm. The guests at the meeting included Zhu Ling, a senior engineer at the professor level from Beijing Rapid Transit Company, and representatives from the Zhangjiakou Municipal Finance Bureau. Drawing on practical case studies, the panelists had a pragmatic exchange on how to effectively identify, allocate, and mitigate project risks through legal means, as well as on the specific applications and strategic choices of dispute-resolution methods such as arbitration and litigation in PPP projects. Their contributions offered valuable expertise and solutions aimed at enhancing the overall level of legal protection throughout the entire lifecycle of PPP projects.
