Li Hechao

Li Hechao, male, Han ethnicity, from Shandong Province, member of the Communist Party of China. Former Director of the Land Consolidation Center, Sichuan Provincial Department of Natural Resources; Researcher (Level II); Expert receiving a special allowance from the State Council; Outstanding expert with remarkable contributions in Sichuan Province; Special Researcher at the Advisory Office of the People's Government of Sichuan Province. Engaged in land remediation, protection of land resources, and their development and utilization.

In research: I have led and completed two national-level land research projects: the “Development and Demonstration of a Coordinated Land Use Regulation System for the Chengdu Plain” under the 11th Five-Year National Science and Technology Support Program, and the “Research and Demonstration on Key Technologies for the Remediation of Hollow Villages in the Suburban Areas of Urban Centers” under the 12th Five-Year National Science and Technology Support Program. In addition, I have participated in more than 40 science and technology projects at the ministerial and provincial levels, covering land surveys, assessments, planning, remediation, ecological restoration, and policy research.
In urban and rural planning: Participated in the preparation of documents including the “General Land Use Plan for Guanghan City (1996–2010),” the “General Land Use Plan for Shuangliu County (1996–2010),” the “General Land Use Plan for Post-Wenchuan Earthquake Reconstruction,” the “Sichuan Province General Land Use Plan (2006–2020),” the “Sichuan Province Land Consolidation Plan (2011–2015),” and the “Sichuan Province Land Consolidation Plan (2016–2020).” In 2019, led the completion of the “Rural Revitalization Plan for Jinyuan Township, Xichong County (2018–2027)” (a provincial-level pilot project involving eight departments including the Sichuan Provincial Agricultural Work Committee, Department of Natural Resources, and Department of Housing and Urban-Rural Development).
In terms of authorship and the development of technical standards: Author of “Theory and Methods of Land Consolidation Planning,” “Empirical Study on Urban Land Grading and Valuation,” “Technical Specifications for the Second National Land Survey of Sichuan Province,” “Standards for Village Planning in Sichuan Province,” “Technical Standards for Preparing Plans for the Linkage between Increase and Decrease of Urban and Rural Construction Land in Sichuan Province,” “Atlas of Land Use in Sichuan Province,” and “Standards for Village Planning in Sichuan Province,” among others.
