Director of the Project Investment and Financing Research Center at the Institute of Government-Enterprise Relations, Central University of Finance and Economics; Expert in the Expert Database of the China Engineering Consulting Association; Chairman of Zhongtou Zeshi (Beijing) International Consulting Co., Ltd.
A graduate of Southwestern University of Finance and Economics, I previously worked at the Agricultural Bank of China. For many years, I have been deeply engaged in the field of economics, adept at grasping national macroeconomic policies and identifying the “bottlenecks” and solutions for local (county-level) economic development. I adopt a “three-dimensional” perspective—analyzing and addressing issues from the viewpoints of government, enterprises, and banks—and have published several books, including "Practical Guide to PPP Project Financing," "Practical Guide to PPP Project Performance Evaluation," and "Comprehensive Practical Guide and Case Studies on Rural Revitalization Projects." I also served as an associate editor of the "China PPP Industry Development Report (2022)—China PPP Blue Book." Over the years, I have conducted policy interpretations and delivered more than 70 specialized lectures in provinces, cities, counties, and financial institutions across Beijing, Sichuan, Yunnan, Guizhou, Guangxi, Qinghai, and other regions. I have participated in the drafting of several group standards, including the "Guidelines for Preparing Implementation Plans for Special Bonds Issued by Local Governments," the "Guidelines for Performance Evaluation of Public-Private Partnership (PPP) Projects," and the "Group Standard for Investment Opportunity Studies of Fixed-Asset Projects." I have published dozens of articles in the core consulting journal "China Engineering Consulting" as well as in various new media platforms, and have received numerous national and provincial awards for outstanding engineering consulting achievements.
