Liu Yuan

Liu Yuan, female, Han ethnicity, graduated with a bachelor’s degree in Transportation Management from Jimei University in Xiamen. She is an expert on the Municipal Engineering Professional Committee of the China Engineering Consulting Association and a registered cost engineer. With long-term deep immersion in the field of construction cost estimation, she boasts solid experience in project cost management and excels in preparing budgets, preliminary (estimated) budgets, and tender price controls for engineering projects—including architectural, municipal, and other types of construction. She also specializes in providing ongoing cost consulting services throughout project lifecycles. She has taken primary responsibility for full-lifecycle consulting on numerous major projects, such as the comprehensive public health facility for emergency outpatient services at the Yangtze River Shipping General Hospital and the Project for the Ministry of Transport’s Transportation Operation Monitoring and Emergency Command System. Additionally, she has participated in the full-lifecycle consulting for the Ganzhou Demonstration Base Construction Project of the National Engineering Research Center for Highway Maintenance Technology, as well as the full-lifecycle consulting for the full-scale pavement accelerated loading test track construction project at the Highway Science Research Institute of the Ministry of Public Security. She has achieved remarkable results in tasks such as preparing highway design estimates and preliminary design estimates, providing strong professional support for cost management in construction projects.
